   I don’t know about DC, but Alexandria, VA (a suburb of DC) has a few good ones. You can find them on King Street in Old Town.

   Capital Hauntings Walking Tour covers Lafayette Park and the White House area; The Most Haunted Houses – Walking Tour of DC includes: “The former home of naval hero Stephen Decatur, the Hay-Adams Hotel, the White House, and the infamous Octagon House museum are purported haunted sites included on this walking tour.”
